13.10 WISCONSIN STATUTES MEETING

Department of Natural Resources-Kurt Thiede, Lands Division Administrator
The Department of Natural Resources requests the transfer of $125,600 GPR in fiscal year 2011-12 from its general program operations–state funds appropriation under s. 20.370(4)(ma) to its endangered resources–general program operations appropriation under s. 20.370(1)(fb) to increase funding for pending wolf depredation and damage claims.
Department of Tourism–Stephanie Klett; Secretary
The Department of Tourism requests a supplement of $68,900 GPR in fiscal year 2011-12 from the Committee’s appropriation under s. 20.865(4)(a) to the department’s state aid for teh arts appropriation under s. 20.380(3)(b) to match additional federal funding granted from the National Endowment for the Arts.
Department of Corrections–Dennis Schuh–Executive Assistant, and Roland Couey Budget Director
The Department of Corrections requests a supplement of $9,273,200 GPR in fiscal year 2011-12 from the Committee’s appropriation under s. 20.865(4)(a) to the department’s general program operations appropriation under s. 20.410(1)(a) for overtime funding. The department also requests the following transfers in fiscal year 2011-12 to its general program operations appropriation under s. 20.410(1)(a): $3,093,000 GPR from its energy costs: energy-related assessments appropriation under s. 20.410(1)(f); $5,700,000 GPR from its corrections contracts and agreements appropriation under s. 20.410(1)(ab); and $6,945,700 GPR from its services for drunken driving offenders appropriation under s. 20.410(1)(bd). The purpose of the balance transfers is to maintain institutional services.
Department of Transportation–Mark Gottlieb, Secretary
The Department of Transportation requests a supplement of $532,000 SEG from the Committee’s appropriation under s. 20865(4)(u) to the department’s vehicle registration, inspection and maintenance, driver licensing and aircraft registration, state funds appropriation under s. 20.395(5)(cq) for costs associated with issuing license plate stickers in fiscal year 2012-13.
Department of Transportation–Mark Gottlieb, Secretary
The Department of Transportation requests approval of teh use of up to $2,500,000 in proceeds from general obligation bonding authorized under s. 20.866(2)(up) for costs associated with final design of a maintenance facility for state-owned passenger rail cars.
Department of Health Services–Dennis G. Smith, Secretary
The Department of Health Services requests the creation of 15.75 FTE GPR positions in fiscal year 2012-13 in its general program operations appropriation under s. 20.435(4)(a). The department also requests the transfer of $840,300 GPR in fiscal year 2012-13 from its Medical Assistance, food stamps and BadgerCare administration; contract costs, insurer reports and resources centers appropriation under s. 20.435(4)(bm) to its general program operations appropriation under s. 20.435(4)(a). This request will allow the department to perform compliance audits and clinical reviews of Medicaid claims, which are currently covered under a contract with HP Enterprise Services, resulting in annual savings of $615,300 GPR.
Department of Health Services–Dennis G. Smith, Secretary
The Department of Health Services requested approval of a modification to a plan to achieve the savings goal established in 2011 Wisconsin Act 32 for the Medicaid program under the 14-day passive review of s. 49.45(2m)(d). Due to an objection from a Committee member, this request is now before the Committee under s. 13.10.
