Irving Smith, in the red t-shirt and holding a songbook on the bottom of the photo, leads the Solidarity Forever march in the rotunda during the Solidarity Sing Along on Wednesday. Irving also conducted the noon hour song circle. A Capitol police officer observes the proceedings, however no action is taken to stop the singing. Irving received a citation about an hour later as he left the Capitol for "Obstruct Access/Passage(NO PERMIT) for his activities in the rotunda. No other citations were issued to other participants, as the Capitol Police appears to be targeting the "leaders/conductors" of this popular noon hour activity.
